EMERGENCY HOME REPAIR
The Emergency Home Repair Program assists rural low-income homeowners with the needed repairs to make their homes safe and if necessary, handicapped accessible. For more information, call the Weatherization Component at (757) 858-1398.

WEATHERIZATION
STOP provides weatherization service to qualified low-income residents.  The work is regulated by the Department of Energy and consists of reducing air leakage, wrapping water heaters; insulating and venting attics.  This work is especially important to the elderly, handicapped and single heads of households, who may not have adequate income to make the repairs themselves. COMPREHENSIVE HOUSING COUNSELING AND ASSISTANCE
As a certified HUD Housing Counseling Agency, STOP assists renters/homeowners with counseling on credit, budgeting and debt management; mortgage default and foreclosure; fair housing issues and landlord/tenant relations. Referrals from social services agencies, banks and lending institutions are welcome. Contact the Housing Counseling Component at (757) 858-1364.

HOME EQUITY CONVERSION MORTGAGE (HECM)
In conjunction with the Virginia Housing Development Authority, the Department of Housing and Urban Development and the Virginia Department of Aging, STOP provides information for elderly residents who are 'house rich and cash poor."  Older homeowners receive counseling on how to obtain cash against some of the equity in their homes. SOUTHEAST RURAL COMMUNITY ASSISTANCE PROGRAM (SE/R-CAP)
In conjunction with the SE/R-CAP, Inc., STOP provides outreach services, needs assessment surveys and eligibility for residents in need of water and waste water services for the first time.  Small grants are available for eligible costs including water and sewer meter fees and lines, wells and septic systems. COMMUNITY REVITALIZATION
Working in conjunction with funding sources, local governments, local departments of social services and other regional community-based agencies and organizations, partnerships are formed to facilitate needed programs and services for low to moderate income individuals and families. Residents are mobilized to initiate and follow-through with planned, collective, self-help projects which offer immediate and long-term community revitalization benefits. CDBG-CITY OF NORFOLK
The STOP Organization partners with the City of Norfolk in implementing a Homeless Prevention Program. It has been found that homelessness results from a complex set of circumstances, which requires people to choose between food, shelter and other basic needs. This program aids families in the prevention of homelessness. For further information, contact (757) 858-1368.

HOME PROGRAM ADMINISTRATION
The HOME Program is designed to assist low and moderate income families and individuals with housing rehabilitation or down payment/closing costs assistance. Those interested in applying must be a resident of Southampton County for rehabilitation assistance and purchasing a home in Southampton County for down payment/closing cost assistance; along with meeting these programs' other eligibility criteria. INDOOR PLUMBING/REHABILITATION PROGRAM
The Indoor Plumbing/Rehabilitation Program (IP/R) is designed to assist low and moderate income families or individuals with complete indoor plumbing and housing rehabilitation. Those persons applying must be homeowners and meet the program's eligibility criteria in order to qualify. For more information, call (757) 858-1388.

ELDERLY/DISABLED HOME MAINTENANCE PROGRAM
The STOP Organization Elderly/Disabled Home Maintenance Program is designed to assist low and moderate income homeowners with home repairs and accessibility issues. Those applying for assistance must be residents of the City of Norfolk and meet the program's eligibility criteria in order to qualify. For more information, call (757) 858-1388.

COMMUNITY HOUSING AND DEVELOPMENT ORGANIZATION (CHDO)
The STOP Organization CHDO Program is designed to provide and assist low and moderate income families and individuals in obtaining safe, sanitary, and affordable housing. These services are only available in the Cities of Suffolk and Franklin and the Counties of Isle of Wight and Southampton. For more information, call (757) 858-1388.
