To insure maximum utilization of human resources in the geographical area of southeastern Virginia by
employing all of the resources in the area, including but not limited to, resources available from private charitable sources and from local, state and federal governments, to combat poverty as it may exist in the area and
more specifically to seek to alleviate and, if possible, eradicate the social ills that contribute to, foster and maintain this poverty, including, but in no way limited to, inadequate education, unemployment, poor health and
inadequate housing.
